Data are Open if everyone can use, modify, share and freely access them; there are only few limitations that concern the protection of sensitive information and the availability of data.
Open Data should be released following two main aspects:
Legally open if:
- Published with a creative commons license
- Conditions to reuse
Technically open if:
- machine-readable
- non-proprietary
